If 'right of return' applies for Jews of Gush Etzion,
why not for Palestinians of pre-1948 Israel?

JERUSALEM—Things we tolerate, even celebrate, in ourselves we often abhor in others. That’s not only true of interpersonal relations but also, it seems, in international affairs. Issues between Israelis and Palestinians offer an apt illustration. I thought of it last Friday morning when, together with a group of concerned Israelis, I traveled in the region of the so-called Gush Etzion Bloc south of Jerusalem.      
           
There’s a consensus in Israel that the cluster of settlements that constitute the Bloc must remain in Israeli hands, though technically they’re on the other side of the pre-June 1967 border. The reason for the consensus is that there have been Jewish settlements there before 1948. When Jordan’s Arab Legion attacked the area during Israel’s war of independence, many residents, mainly women and children, were forced to flee. The men who stayed behind to defend the settlements were defeated and many were killed.

When the area came into Israeli hands as a result of the 1967 war, surviving settlers and others returned to reestablish what had been lost. Most Israelis consider the land undisputed Israeli territory because it has been in Jewish hands before. Those who came there after 1967 exercised their right to return. They came home.

But when Palestinians claim the right of return to the homes they lost in the 1948 war and which are now part of Israel, most Israelis recoil at the very thought of having to take back the original owners. In this way they celebrate the right of return in and for themselves while denying it to others.
           
I’m not advocating that Palestinians who want to return should be allowed to do so. I know that this would constitute an unbearable risk for Israel. The Arabs may not be able to defeat Israel militarily, but they may do so demographically. By letting Palestinians return we’re enabling them to become a majority in the land. That’s intolerable for those committed to a Jewish state, whatever its borders.
           
But the least we can do is (a) have empathy with the Palestinians who want to come back in the way the settlers of Gush Etzion have returned, and compensate them; and (b) refrain from using the argument for our own return while denying it in others.
           
There’s a strong case for allowing Gush Etzion to remain in Israeli hands in the final peace agreement, but not because of some Israeli superior moral or legal right, but because it’s a political reality that it’s impossible to undo. Practical ethical decisions are ultimately made on the basis of competing values, not by selective morality.
           
Traveling in the area we could see how the settlements are still encroaching on land owned by Arabs using all kinds of legal, military, moral and emotional arguments. That’s a formula for trouble. Instead, restraint and self-scrutiny must be the prelude to understanding. Empathy for the other would go a long way to make things easier.
           
Perhaps one reason why the peace process hasn’t taken us very far until now is because neither side is prepared to make peace with itself. That would involve living by the same rules by which we expect the others to live.

As psychotherapy seeks to help individuals to make the same demands on themselves as they make on others, Israelis need to do their own soul searching about their own demands before making demands on Palestinians. Needless to say, the same is true of the need for Palestinians to look at themselves before they condemn Israel.

LETTER FROM JERUSALEM


Some old realities of Israel's election politics

JERUSALEM—This New York Times commentary on the Israeli election campaign is as good as any.

Those interviewed note that ideology is no longer a feature of Israeli politics; that voters have moved toward the center; that no one has a clear idea how to respond to the confused regional realities; and that Avigdor Lieberman has emerged as the star of the campaign, partly by latching on to anti-establishment sentiments.

My explanations for those descriptions:

First, ideology is the stuff of simple and clear postures that indicate how to deal with specific problems. The prominent ideologies are those which define you on the side of socialism or free enterprise, and those which maximize compromise with international neighbors or emphasize the glories of one's own nation.

Second, the pressing issues that Israel faces are as fluid as they are unpleasant. Ideology does not work when needs are unclear. The need here is how to settle a dispute of a century or more with Palestinians and other Arabs when there is so much diversity among the Arabs, and each segment that Israel might negotiate with is hampered by a fear of what the others will do. When Ehud Barak was prime minister he offered Yassir Arafat a large portion of what he wanted, and withdrew Israeli forces from Lebanon. Those actions produced Arab violence at home, and led to the 2006 war in Lebanon. Ariel Sharon withdrew settlements from Gaza, which heightened rocket attacks on southern Israel and produced you know what. Or maybe nobody knows what it produced. We have all seen the destruction in Gaza. None of us have seen what will result from it.

Third, the economic ideologies have been muted in Israel and elsewhere throughout the West. Most of us know the problems of socialism, and recent months have shows the faults of free enterprise.

Fourth, economic ideologies are little more than decorations when a national economy is small and dependent on the need to export and import much of what it produces and consumes. Local politicians can posture all they want about the classic issues of ownership, regulation, distribution, the national budget, and social services. Much of what happens depends on how much the Europeans and Americans buy from Israeli high tech components and services, diamonds, fruits and vegetables, and the prices of imported energy, grains, other raw materials, and consumer goods.

Fifth, Israeli politics is usually a scene of the same old faces that have been around for years. Voters have never chosen a party headed by someone like Jimmy Carter or Barack Obama. Those elected have climbed through the ranks of national politics. Even relatively new faces, like Amnon Mitzna, chosen to head the Labor Party for the election of 2003, or Amir Peretz, chosen to head Labor for the election of 2006, came from positions as the mayor of Haifa, Israel's third largest city, or as head of the Labor Federation. Neither led their party to an election victory.

Sixth, a familiarity with personality takes the place of ideology. Voters can assess how the leaders of each party are likely to respond to what they see on the horizon. As noted above, however, the horizon is blurred and fluid. This puts a premium on generalized likes or dislikes of known candidates, rather than any clear notion of how each will deal with whatever happens.

Seventh, no Israeli party has ever won a majority in a national election. All "winning" parties have to cobble together a coalition. None of the parties in this election seems likely to win more than a quarter of the seats in the Knesset. The political competitors of today will sit together over the course of the next government. We can expect that many of their meetings will be contentious.

What all this means is that some of the same old people will be dealing with Israel's problems. The voters and politicians are familiar with the problems defined in general terms, like security in the face of Arab threats, or economic fragility. No one knows just how these and other issues will play out from sources outside of Israel's borders. As a result, the premium for whoever leads the next government will be on flexibility, pragmatism, avoiding dangerous adventures, and coping with what happens.

From what we know about the major candidates, they all know this, and have proven themselves capable. Neither we, nor they, know what they will be doing a week after one of them forms a government. We know even less what they will be doing a month or a year later, in circumstances that we cannot predict in detail.

Given all of this, no one should be surprised that the candidates are emphasizing their own personalities and (negatively) those of their rivals. This campaign would be strange, indeed, if it sounded like a seminar on socialism, free enterprise, peace at any price, or strident nationalism.

Avigdor Lieberman is the outlier. He poses more than others as the man who knows the answers, and is not afraid to express them. His emphasis is on the disloyalty of Israeli Arabs, and an even more forceful posture toward the enemies outside of Israel. Much of his support comes from Russian-speaking Israelis, and from others who want a strong and decisive leader who will deal with unresolved problems of national security. The latest polls show him winning as many as 18 seats, which would make his party the third largest in the Knesset.

Coping with Lieberman, as well as coping with whatever happens among the Arabs and in the world economy, is what the next government will be doing.

Thoughts of a frequent visitor on returning to Israel

JERUSALEM, Friday, February 6—You would never know that Israel had just concluded a war against Hamas in the Gaza Strip from the activity in the streets of Jerusalem and Tel Aviv. If anything, there seems to be much less concern with security issues than before. There are still shomrim (guards) in front of restaurants and stores, but they are much more relaxed than duringmy previous trips to Israel. The security fence and continued improving relations with the Palestinian Authority (as opposed to Hamas) has borne fruit.

In the center of Jerusalem the tracks are being laid for the long anticipated light rail system that promises to rid the city of many of its pollutant-spewing buses. A brand new pedestrian mall leading to the Old
City, with stores such as Versace, has just opened.

We have spent the last few days adjusting to jet lag and taking care of some errands. Shabbat begins in a few hours from the time I am writing this column and we are looking forward to enjoying the spiritual atmosphere available only in Jerusalem. On Sunday we will do some touring of museums we have never visited (yes, there are still some!) and the Rabbinical Assembly Convention begins on Monday.

The convention program looks intriguing and it will be exciting being here during the Israeli elections. There are ads in all public places and on television, and lots of campaigning in the streets. It will be interesting to see how Israelis respond to the Feb. 10 election results.

SAN DIEGO (Press Release)—On Wednesday evening, Sarah Davis made a special presentation to the Board of Directors highlighting the Reuben Klamer "Game of Life" Leadership Program. To begin her short talk, she discussed the school's philosophy on student leadership. "Soille Hebrew Day School believes that there is a leader within every student. As teachers and mentors, we must offer diverse opportunities for leadership so each student can develop these skills and become responsible, enthusiastic citizens."

Since September of 2008, three leadership programs have been put into place. One is the Leadership Council, a student elected school spirit and events committee. The second is peer mediation, a teacher nominated position where students study conflict resolution and active listening, and then work with the younger elementary students on classroom specific issues. The third leadership opportunity is a volunteer fundraising/special events committee. This committee will be working on special projects such as a student addendum to the Kolenu and social events for the students.

Sarah's presentation was well received. The Board was especially enthusiastic about the fact that each leadership opportunity is available in unique ways so that all students can have the chance to be involved. As of now, slightly over 1/3 of the middle school is involved in leadership and the program has only been running for six months! It is our goal to have 100% involvement in leadership within a year or so. Look out for new Leadership Programs popping up!

SAN DIEGO—The slavery in Egypt was long, hard and wearing on the Jewish people. The Jews were faced with near extinction as they almost sunk to the 49th level of impurity. But despite the seeming impossible odds, they did not give up. The Jews bore down and held on and survived to see the greatest miracles in the history of mankind - the ten plagues, the splitting of the Red Sea, the giving of the Torah. Where there is life, there is hope, as the following true story, told by Tzvi Binn of Efrat-CRIB illustrates:

Yoav, a young IDF (Israeli Defense Force) soldier was stationed in the city of Chevron (Hebron). Suddenly, he was shot by an Arab sniper and left for dead. As it was four o'clock in the morning, and no imminent attack was expected; no one was awake to hear the shot and rush to his aid. It appeared as though Yoav was doomed to bleed to death before anybody would ever find him. His short life would come to a tragic silent end.

One other soldier however, did happen to hear something. Though not totally sure, he suspected it might be a rifle shot so he went to investigate. He spotted Yoav, who was lying on the ground, bleeding to death. He immediately began to stabilize Yoav's wound and arrange for emergency transport to a medical facility. It took time for help to get to the
scene, so he needed to apply manual pressure and any other trick he could think of to keep Yoav alive in the interim - he was literally holding Yoav's life in his hands.

Eventually, Yoav arrived at a proper medical facility where he was treated by surgeons. Yoav's parents were notified and rushed to the hospital. The doctors told them that had it not been for the immediate and appropriate actions of the other soldier, their son Yoav would definitely not have survived. It was indeed a miracle that the other soldier heard what no one else heard, and managed to locate Yoav as quickly as he did. They went to thank him, but he had already left the hospital.

After Yoav was home recuperating, and everyone was settled, they called the army to find out the name of the other soldier so they could thank him personally. Unfortunately, the other soldier's name had not been recorded in the incident report, so they now had no way of ever contacting him.

Yoav's parents owned a makolet (grocery store) in Kiryat Malachi, so they put up a poster in their store, describing the miracle that occurred and asking if anyone knew the identity of Yoav's savior. They figured that Israel is a small country and someone might know someone who knows something.

Months passed with no response. Finally after a year, a woman entered the store and saw the sign. She was positive that her son Doron had mentioned such an account. She took out her cellphone and called Doron on the spot. Sure enough, he remembered the incident quite well - it was he who had saved Yoav's life.

Soon, all the families gathered together for a joyful tearful 'reunion.' Doron's mother pulled Yoav's mother aside and told her, "There is a specific reason I came to your store today. You don't remember me, but twenty years ago, I was standing in your makolet feeling lost and forlorn. You and your wonderful husband noticed how sad I looked and asked me what was the matter. I explained that I was pregnant and was overwhelmed. There were so many unbearable difficulties; financially, socially and emotionally. I decided that the only way out was to have an abortion."

"You both stopped everything, and calmly and lovingly sat with me. You listened to me. Then you offered so much encouragement and support. Because of you, everything began to look different and I chose to keep my baby. I no longer live around here, but I happened to be passing through and I figured it would be nice to visit your store again to thank you once again for all that you did. The name of that precious baby was Doron."

"My beloved Doron, who would not have been born were it not for you, grew up to save your son Yoav's life."

Unsophisticated audiences also abound in Los Angeles

LOS ANGELES—As a theater reviewer in Los Angeles for the San Diego Jewish World, I  could not agree more with David Amos's column in yesterday's edition.  There have been about half a dozen  plays in the last eight years (and I see two or three a week) that I  have bounced out of my seat for.  But the L.A. audience does not  differentiate; they consider that every production deserves whistles,  cheers, and standing ovations.

The other practice that drives me wild (and makes us look like a city  of boobs) is the round of applause between each movement of a  symphony.  I have implored the LA Philharmonic to make an announcement, when  they ask that cell phones be turned off, to also add that people  should hold their applause until the end of the piece so as not to  disturb their neighbors, or the orchestra.  But apparently the powers  that be in Disney Hall consider that this would be insulting to the  audience.  This, even after a European conductor last year turned to theapplauding audience and told them, quite sternly, not to applaud  between movements.  "The silences," he said, "are just as important as  the music..."

American Jewish University professor's lecture on Islam was positive

Editor, San Diego Jewish World:

I attended the second in this series of lectures on Monday evening February 2, 2009 at the Lawrence Family Jewish Community Center and was greatly encouraged by the positive tone and message of Jonathan Dobrer about Islam. The audience was respectful and asked thoughtful questions afterwards.

Professor Dobrer emphasized the fact that there are those who take things out of context from The Quran and then use them to put out negative messages about Islam. He said that Islam is interpreted in many ways by cultures, tribes and nations to accomplish their political and power goals. He also said there are a very small number of Muslim extremists and that the rest of the Muslim people are moderate with the same goals for peace, happiness and justice that we all share. Professor Dobrer has read The Quran in its original version – Arabic, and pointed out that translations distort the original meaning of the text.

Jonathan Dobrer is a professor of comparative religion at American Jewish University in Los Angeles.

Aug. 10 will be the renewal time for the annual fraternity fishing trip to Ensenada. There again, the beautiful perpetual trophy for the largest fish caught that day will be vied for. Last year’s winner, Morris Naimen, will be there to defend his laurels.  His winning fish of a year ago was a 38 ½ pound white sea bass.  Last year’s “booby” prize winner, Harry Mallen, who brought in 5 pounds of kelp in a furious ten minute battle, will also defend his title.

Prior to the sea excursion the bi-monthly social will include dinner and wagering at Tijuana’s Fronton Palace. Last week’s stag as did a previous dinner, continued the welcoming home festivities for Burts Nestor and Epstein.  The $42.00 gin rummy jackpot was won jointly by Julie Schneider and Ben Press following the last business meeting.  The brothers-in-law Margulis and Zeidel soon realized that “knock” and not “mum” was the word.

Eleciton of officers was also held at the same meeting which followed dinner at the Till-Two Club honoring the fraternity’s newest brother, Fred Fishman.

Harold Lehrer has been selected to carry the banners of San Diego’s Alpha Beta Chapter to the national convention to be held early in the fall in Montreal, Canada.


Boy Scout Troop Plans Hike

On Sunday, August 17th, the Boy Scout Troop 99 will hike across Coronado to the Youth Camp on the Silver Strand. This hike is for members of the troop, all interested boy over 11 years  and any parents who want to participate.  Marvin Poverny, Scoutmaster, will lead the hike which will start at 10 a.m. Sunday morning at the pedestrian entrance on the San Diego side of the Coronado Ferry.  All boys should bring their own lunch, 20 cents ferry fare and swim suits and towels if desired.  Call Marvin Poverny at T-4456 for other information.
